Consultancy Services for the Design and Establishment of a Wholesale (Apex) Development Finance Framework

The Development Bank of Ethiopia (DBE) invites eligible consulting firms to submit Expressions of Interest (EOIs) for Consultancy Services for the Design and Establishment of a Wholesale (Apex) Development Finance Framework.

Scope of Assignment:

·        Designing DBE’s wholesale lending and intermediary engagement model

·        Developing a Wholesale Lending Policy and Operational Manual

·        Creating a credit guarantee and de-risking framework

·        Delivering a capacity-building program for participating financial institutions (including expanding outreach to women entrepreneurs)

Important Dates:

·        Clarification Deadline: October 26, 2026

·    EOI Submission Deadline: November 3, 2026, at 4:00 PM
